Housing plans and outcomes
Hennepin County receives federal funding annually from the U.S. Department of Housing and Urban Development (HUD) for housing and community development projects in suburban cities. The county works with suburban cities to use these funds for a variety of purposes and projects that primarily serve low- and moderate-income residents and families.
Federal funding for housing and community development is provided to the county and partner cities through three primary federal programs:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships Program (HOME)
- Emergency Solutions Grant (ESG)

Consolidated Plan
2025 – 2029 Consolidated Plan
To guide the use of federal funds, Hennepin County works with cities, residents, and other partners to set goals and priorities for affordable housing and community development in suburban communities as part of a five-year plan. These priorities also help shape broader affordable housing efforts by the county and partner cities.
The draft five-year Consolidated Plan for 2025-2029 was posted for public comment from April 7, 2025 through May 4, 2025, and was approved by U.S. Department of Housing and Urban Development (HUD) in September 2025.
Annual Action Plan
2026 Draft Annual Action Plan
The 2026 housing and community development action plan shows how Hennepin County and partner cities plan to use $7.2 million in annual federal funds for affordable housing and community development projects in suburban cities over the coming year. This yearly action plan directs federal funds through three primary programs:
- Community Development Block Grant (CDBG)
- Home Investment Partnerships (HOME)
- Emergency Solutions Grant (ESG)

Public comment period through April 22, 2026
Hennepin County has opened a minimum 30-day public comment period to gather comments and feedback on the draft annual action plan which will run until 4:30 p.m. on April 22, 2026.

Consolidated Annual Performance and Evaluation Report (CAPER)
Every year, Hennepin County reports and evaluates how federal funding was used for housing, community development, and some public service activities in suburban cities over the previous year.
This information is included in a document referred to as the Consolidated Annual Performance and Evaluation Report (CAPER). These reports are meant to show how the county is working towards goals outlined in the five-year Consolidated Plan. They serve to both satisfy federal requirements and provide information to the general public.
The Hennepin County CAPER includes information on all Hennepin County cities except those that receive their own funding, which include Minneapolis, Bloomington, Eden Prairie, and Plymouth.
