County earns top bond ratings for 50th consecutive year

Hennepin County has once again received AAA credit ratings with stable outlooks from both S&P Global Ratings and Fitch Ratings as part of this year's bond sale. These reaffirmed ratings are the highest possible and highlight continued confidence in the county's strong fiscal management, stable economy and responsible budgeting. High ratings help the county save taxpayer dollars by securing lower interest rates on bonds.
In early August, S&P and Fitch awarded AAA ratings to the county's $342.8 million Series 2026A General Obligation Bonds and $113.7 million Series 2026B General Obligation Refunding Bonds. Hennepin County has received a AAA rating every year since 1977, and only 104 counties nationwide currently hold AAA ratings from two or more rating agencies. As part of the ratings process, representatives from S&P and Fitch met with county leaders to review development plans and refinancing efforts that will shape the county's future.
Investing in Hennepin County
Hennepin County issues bonds annually to fund critical infrastructure improvements, including building renovations, public safety facilities, and major road projects. Proceeds from the 2026 bonds will support future infrastructure improvements and refinance select outstanding bonds. As part of the bond sale, the county refinanced $258.5 million in existing bonds, saving approximately $22.6 million.
Key factors contributing to the 2026 AAA ratings include:
- A diverse and resilient tax and employment base anchoring the Minneapolis-St. Paul metropolitan area
- Consistent tax base growth supported by conservative budgeting and debt management
- Strong reserves and ample liquidity, providing flexibility to respond to changing conditions
- Engaged senior leadership and a board that offers clear policy direction
- Accelerated repayment of principal on outstanding debt
These sustained AAA ratings lower borrowing costs and support long-term investments in the county's infrastructure. They reflect Hennepin County's strong economy, disciplined financial practices and long-standing commitment to responsible stewardship. Achieving and maintaining this gold standard is the result of years of careful planning and the dedicated work of many.
