Community advisory boards and committees

Community Action Partnership of Hennepin County Board


The partnership's purpose is to:

  • Identify the contributing causes of poverty in the midst of affluence.
  • Work to advance the economic well-being of those among us with the least resources through advocating, community organizing, providing direct services, and encouraging institutional change.

Members of the public and local officials can be appointed to serve on this board.

Structure

There are 21 members in 3 equal categories.

Public sector

  • Three commissioners appointed by the County Board or their designees.
  • Two elected officials of suburban or rural Hennepin County. Mayors, councilpersons, school board members or state legislators appointed by the County Board by the Open Appointments process.
  • Two Minneapolis City Council members or their designees.

Community sector

CAP-HC selects members through a democratic process.

Eligibility

All nominees must be low-income persons, and only low-income persons may vote.

Private sector

CAP-HC solicits applicants from business, industry, labor, religious, welfare, or education organizations or other major groups in the community.

The CAP-HC board selects members from those applicants.

Term

Public sector: 2 years.

Responsibilities

Provide programs that assist low-income persons and only low-income persons to:

  • Secure and retain meaningful employment.
  • Attain an adequate education.
  • Obtain and maintain decent housing that is affordable to low- and moderate-income people.
  • Make better use of available income.
  • Obtain emergency assistance.
  • Meet immediate and urgent individual and family needs, including the need for health services, nutritious food, housing, and employment-related assistance.
  • Remove obstacles and solve problems that block the achievement of self-sufficiency.
  • Achieve greater participation in the affairs of the community.
  • Make more effective use of other programs.

Meetings

The board usually meets at 6:30 p.m. on the 4th Thursday of each month.

Normal meeting place is the CAPSH office, 8800 Highway 7, #401, St. Louis Park, MN.

Compensation

  • There is no pay.
  • Community sector members receive travel reimbursement. Other members receive none.

  • Adopted by Board resolution 84-6-404 on June 5, 1984.
  • Amended by resolution 84-9-599 on September 25, 1984.
  • Amended by resolution 2016R-152 on April 29, 2016.
