Three Rivers Park District


This board carries out conservation of natural resources through land use, flood control and other needs based upon sound scientific principles for the protection of the public health and welfare and the provident use of natural resources.

Members of the public and local officials can be appointed to serve on this board.

Structure

There are 7 members.

  • Two appointed by the County Board.
  • Five elected
    • From 5 separate districts consisting of the area of Hennepin County outside the City of Minneapolis.
    • In the same way as County Commissioners.
    • Districts 1, 3, and 5 will be elected by voters in 2022, 2026, 2030 and 2032 general elections.
    • Districts 2 and 4 will be elected by voters in 2022, 2024, 2028 and 2032 general elections.

Eligibility

A commissioner

  • Must be a US citizen and execute an oath of office.
  • May not hold other public office.
  • May not hold an interest, directly or indirectly, in any contact entered into by the district.

At-large appointees

  • Must live within Three Rivers Park District outside of Minneapolis for their entire term.

Elected

  • Must live in the Three Rivers Park District they were elected to represent for the entire term.

Term

Four-year terms.

Responsibilities

  • Spend between 13 and 20 hours a month on board activities
  • Approve and set its levy.
  • Hennepin County board has the authority to review and comment on the district's annual budget. County Board objections or modifications to the budget must be
    written and can be overridden by a two/thirds vote of the Park District Board.
  • Follow duties and powers set forth in Minnesota Statute Chapter 398, sections .07, .08 and .09.

Meetings

Board meetings are at 5 p.m. on the 3rd Thursday of each month.

Meetings are at Three Rivers Park District Administrative Center, 3000 Xenium Lane North, Plymouth, MN.

Compensation

  • $988.90 per month per Commissioner.
  • $1,043.88 per month for Board Chair.
  • Parking, mileage and other expenses may be reimbursed.
