Workforce Innovation and Opportunity Act Board
This committee focuses on employment opportunities for unemployed and disadvantaged persons in Hennepin and Carver counties.
Members of the public and local officials can be appointed to serve on this board.

Structure
There are 19 members:
- Business - Ten (Eight general and two small business) with a priority on sectors identified as in demand in the WDA 09 Local Plan
- Workforce - Two or more Organized Labor Organizations, One or more Joint Labor Management Apprenticeship, Community Based Organization focused on Workforce Development
- Education and Training - Two (ABE and Post-Secondary are required)
- Governmental and Economic Community Development - One Economic Develop
Eligibility Requirements
Community Based Organization
This representative is appointed from among individuals who are nominated by local labor federations (or, for a local area in which no employees are represented by such organizations, other representatives of employees).
Wagner-Peyser Services
The representative of the state employment service office under Wagner Peyser Act must be nominated from a government or economic development entity.
Adult Basic Education
Economic & Community Development Agencies
This representation shall consist of persons employed with organizations that specialize in policy for communities o promote and improve the standard of living and economic health of a specific geographic area and must be nominated from a government or economic development entity.
Rehabilitation Services
The representative of programs carried out under Title I of the Rehabilitation Act of 1973, other than sec. 112, part C of that title must be nominated from a government or economic development entity.
Private Sector Business
The Board Chair must be a business representative. Private Sector Business representatives shall be business owners, chief executives or chief operating officers of non-governmental employers, or other private sector executives must provide employment opportunities in in-demand industry sectors or occupations and must be nominated by a local business organization and/or business trade association.
Higher Education
The Higher Education representative must be nominated from an institution of higher education providing workforce investment activities.
Adult Education and Literacy Activities under the WIOA Title II
The Adult Education representative must be nominated by a representative of the Adult Basic Education program they represent.
Joint Labor Management or Union Affiliate Registered Apprenticeship Program
The representative of Joint-labor management or union affiliate registered apprenticeship program is appointed from individuals who are nominated by local labor federations. All Workforce Development Board representatives must have substantial management, hiring or policy authority.
Organized Labor Organization
The Organized Labor representative is appointed from among individuals who are nominated by local labor federations.
Term
Three years
Responsibilities
- Propose, develop, and study innovative programs to provide employment opportunities for unemployed persons in suburban Hennepin County and Carver County by increasing the involvement of the business community in employment and training activities.
- Continually analyze needs for employment, training, and related services within the Workforce Development Area.
- Submit recommendations to the Hennepin County and Carver County Boards and the State of Minnesota regarding program plans and basic goals, policies, and procedures.
- Monitor and objectively evaluate employment and training programs conducted within the Workforce Development Area.
- Recommend strategies to increase private-sector employment opportunities for economically disadvantaged persons.
- Report all findings and recommendations to the Hennepin County and Carver County Boards.
Meetings
The board meets on the second Wednesday of every other month from 12:30 p.m. to 2:00 p.m.
Location is determined by the Hennepin-Carver Workforce Development Board.
Each member also serves on at least one Board Committee of their choosing.
Pay
- Lunch provided at meeting when in person.
- Per diem allowance in lieu of expenses.
- Not to exceed $50 for each committee meeting.
- Up to 2 meetings per calendar month.
- Mileage allowance.
Background
State and federal law requires that the Chief Elected Official of each Workforce Development Area created under the Workforce and Innovation Opportunity Act (WIOA) appoint a local Workforce Development Board that is representative of the geographic area to be served.
