Small business building maintenance roster
Hennepin County maintains a roster of small business contractors that provide the following building maintenance services: building repairs & renovations, concrete repair & renovation, electrical maintenance & installation, heating/ventilation/air conditioning (HVAC) maintenance & installation, masonry repair & restoration, and plumbing maintenance & installation.
This program is exclusively for small businesses with a five-year average gross revenue not exceeding $9,500,000. It is part of the county's disparity reduction effort to include small businesses in regular county projects. We look to the Central Certification (CERT) Program to find small businesses to invite to the roster. Learn more about contracting with diverse vendors.

- Give small businesses government contracting experience, so they leverage these opportunities to grow their business
- Provide a level playing field so small businesses are competing with other small businesses
Program details
- Services included in the program include the following standard industry NAICS codes:
- Building repairs & renovations - NAICS Code: 236220 / 238910
- Concrete repair & renovation - NAICS Code: 238110 / 238120
- Electrical maintenance & installation - NAICS Code: 238210
- HVAC maintenance & installation - NAICS Code: 238220
- Masonry repair & restoration - NAICS Code: 238140
- Plumbing maintenance & installation - NAICS Code: 238220
- Contracts are in place for a period of three (3) years or until we have spent $500,000 with the selected vendor, whichever comes first.
- Once the limit is reached, the contract will end, and the county will resolicit the opportunity
- To solicit the opportunity, the county invites all small businesses certified by CERT (in the NAICS code) to submit a bid or proposal to get on the roster.
- If awarded a contract, contractors agree to provide services at contract rates for the duration of the contract.
- Multiple contracts may be awarded for each service as buildings are split into three groups.
Get on the roster
To get on the roster, your company must submit the winning bid or proposal in response to the solicitation posted in ProcureWare, the county's system for construction and related services.
In order to be invited to respond, contractors need to be certified by CERT as a small business with a five-year average gross revenue not exceeding $9,500,000.
- Register your company in CERT with the NAICS codes related to the work you perform.
- Register in ProcureWare - select the NAICS codes that apply to your business.
- Review the received solicitation documents carefully. Additional information about the process is in the Program documents section.
- Submit your bid or proposal in response to the solicitation.
- If your bid or proposal is successful, your company will be awarded the contract and be added to the roster.
