Coordinated affordable housing development request for proposals


Hennepin County offers several capital funding opportunities to support housing development projects throughout the county. To maximize county resources and make the application process more efficient for those seeking funding, the county solicits an annual coordinated affordable housing development request for proposals (RFP) every year.

Hennepin County’s coordinated affordable housing development request for proposals (RFP) prioritizes the creation and preservation of housing for households with lower incomes.

For affordable rental housing: projects serving 50% AMI households, with highest priority for 30% AMI households.

For affordable homeownership: projects serving 80% AMI households, with highest priority for 60% AMI households.

Both rental and homeownership programs require a commitment to provide the affordable housing for at least 30 years, except for rental projects receiving funds for only limited rehabilitation which requires a 10-year commitment.

Affordable housing incentive fund

The Affordable Housing Incentive Fund (AHIF) provides capital financing to create or preserve long-term affordable housing units throughout Hennepin County for very low-income households. Applicants may include government agencies, nonprofit organizations, housing developers or lenders. Financing may support acquisition, rehabilitation and new construction activities.

Supportive housing strategy

Hennepin County created the supportive housing strategy to invest additional capital, operating, and service funding to support Hennepin County’s most vulnerable residents, including those with a combination of extremely low-incomes and other conditions or challenges to stable housing.

HOME Investment Partnerships program

The HOME Investment Partnerships Program (HOME) is a flexible federal grant program that allows Hennepin County to fund affordable housing activities for very low and low-income families or individuals, homeless families, and persons with special needs.

Launched in 2023, the Homeownership Assistance Fund supports the creation of homeownership opportunities through new construction, homebuyer assistance, and other activities.

Community Development Block Grant

For the Coordinated Affordable Housing RFP, Hennepin County uses the Community Development Block Grant for rehabilitation of affordable multifamily housing, and creation of homeownership opportunities through acquisition and rehabilitation and through direct homebuyer assistance, with some geographic restrictions.
