Electronic home monitoring


Hennepin County’s Electronic Home Monitoring program is a community-based alternative sanction used by the courts in lieu of incarceration for low-risk residents. On any given day, over 600 adult and juvenile residents are monitored electronically in Hennepin County.

Admissions process

Reporting

Adult and juvenile clients on Electronic Home Monitoring (EHM) must report to the Client and Community Restoration (CCR) building on the date and time specified by the court.

Documentation

When you report to Client and Community Restoration, you must bring:

  • Identification (i.e., driver's license or state issued ID)
  • Self-employed individuals should bring a tax ID number and verification of business insurance.

Fees

  • Clients serving EHM obligations under the Adult Corrections Facility, with work release as a sentencing component, will be charged $20 per day.
  • Clients can request a fee waiver due to financial hardship.

How are residents monitored?

Residents are monitored electronically 24 hours a day, seven days a week through the use of:

  • Proximity monitoring equipment to ensure the location of residents
  • Remote breathalyzer monitoring equipment, which measures blood alcohol content from breath samples

Program requirements

Program participants must have:

  • 24-hour access to a cell phone, landline, or hearing-impaired communication device to maintain accessibility with EHM
  • Stable and verifiable housing or treatment facility with an assigned living space
  • Residency within the state of Minnesota
