Required licensing

Retail establishments in Hennepin County are required to obtain a license from Hennepin County to sell tobacco products if they are:

• Located in an unorganized territory of Hennepin County which does not license and regulate retail tobacco 
• Located in any town, home rule charter, or statutory city in Hennepin County which does not license and regulate retail tobacco

Hennepin County licenses and regulates retail tobacco sales in the following cities: 

• Greenfield
• Metro Airport
• Mound
• Rockford

Additional information

• An establishment already licensed by a town or city is not required to get this county license.
• This is an annual license good from March 1 through February 28 the following year.
• This Hennepin County Retail tobacco sales ordinance is enacted pursuant to the requirements of Minnesota Statute 461.12 to 461.18.
