Excelsior Boulevard safety improvements

Hennepin County will repave Excelsior Boulevard (County Road 3) from Eden Prairie Road (County Road 4) to Church Lane in the City of Minnetonka.

Engagement for this project will take place in 2026 and construction is planned to begin starting in 2027.

Project information

In addition to repaving, we are also looking at making striping changes to Excelsior Boulevard between Eden Prairie Road and Kinsel Road. These changes will improve safety and comfort for everyone traveling on the road.

Timeline

We expect to complete design work by the summer of 2026 and implement anticipated improvements during the 2027 construction season. Projects like this usually begin with intersection work, then pavement work, and finish with restriping.

Potential changes

• Balance roadway cross section with one travel lane in each direction.
• Existing two-way left turn lanes and dedicated left turn lanes remain in place.
• Create shoulder space consistent with the Excelsior Boulevard corridor to the east and west

Related projects

The City of Minnetonka, in partnership with Hennepin County, plans to reconstruct two miles of Excelsior Boulevard (County Road 3) between County Road 101 and Williston Road.

We are working with the city to develop a road design that improves safety and mobility for everyone that uses the road. The project also includes utility improvements.
