Cope: mobile crisis response
Serves anyone in Hennepin County who needs an urgent mental health response. Cope has bilingual and bicultural staff available 24/7 for face-to-face, phone, and video visits and uses interpreters when needed.

Legal
Adult Representation Services
Provides legal help to people experiencing poverty in civil cases. We advocate for our clients’ rights and provide legal services in several different areas including immigration.
Engagement with us is confidential. We do not share information outside Adult Representation Services without client consent.

County policies and actions
Policies
The county is following the law and our policies related to use of facilities and spaces.
The use of space by the public in county facilities policy (PDF, 1MB) states parking lots, parking ramps, vacant lots, or garages are not authorized for use as staging areas, processing locations, or operations bases for civil immigration enforcement. This policy was amended on February 12, 2026, to prohibit law enforcement from wearing face coverings intended to conceal their identity in county spaces. Read the resolution.
The Hennepin County Government Center north plaza and south plaza are defined as public space and are open for individuals to use, gather or demonstrate. Learn more about rules for public use.

Board of Commissioners
January 27 resolution
- Condemned the actions of federal immigration agents in our communities and called for their immediate removal from Minnesota
- Affirmed the U.S. Constitution’s First Amendment protections and condemned the use of chemical irritants or less-lethal munitions on peaceful protesters and press
- Directed county administration to develop strategies to protect workers, clients and residents
February 12 resolution
- Reaffirmed the commissioners’ oath of office to support the constitutions of the United States and State of Minnesota
- Urged federal immigration agents to refrain from civil immigration enforcement actions in or near court houses
- Affirmed the existing Hennepin County Security policy prohibiting cooperation with federal immigration agents, except as required by law
- Affirmed the existing County Sheriff policy on federal immigration enforcement, urged no voluntary increase in cooperation, and requested notification to the Board and residents if any changes to the policy result in increased cooperation
- Confirmed the county board’s sole authority to enter into contracts on behalf of the county, including any proposed agreement with the federal government

Attorney’s Office

Sheriff’s Office
The Hennepin County Sheriff’s Office exists to enforce criminal statutes, to prevent harm, to respond to victims of crime, and to keep our community safe.
The Sheriff’s Office does not participate in civil immigration enforcement and does not work with federal agencies on civil immigration enforcement. The Sheriff’s Office does work with local, state, and federal agencies on criminal investigations and to enforce criminal laws.
The Sheriff’s Office has a responsibility to preserve the peace and keep people safe, so they may be at a location where there is potential for heightened tensions or large crowds.
The Sheriff’s Office does not control or have the authority to prevent the actions of other agencies operating under their own legal authority.
The Sheriff’s Office will respond to calls for help or requests for mutual assistance.
